Course Overview
Skills Provider is an accredited provider of The Oliver McGowan Mandatory Training on Learning Disability and Autism Tier 1. This short, online course equips health and social care staff with the necessary knowledge and skills to provide high-quality, person-centred care for individuals with learning disabilities and autism. It is suitable for all staff involved in supporting these individuals.
This training is named after Oliver McGowan, a young man whose death highlighted the need for improved skills, knowledge, and understanding among health and social care staff regarding the needs of autistic individuals and those with learning disabilities.
The course aligns with the learning outcomes outlined in the DHSC document “Right to be Heard” (2019) and the Core Capabilities Framework for Supporting People with a Learning Disability and Supporting Autistic People.

Course Content
Tier 1 of the Oliver McGowan Mandatory Training is delivered through a one-hour online interactive session hosted by our dedicated team of experts. This session is co-trained by individuals with personal experience of autism and learning disabilities, who bring their own stories and advice to the training.
The one-hour course covers the following topics:
- Understanding learning disabilities
- Understanding autism
- Reasonable adjustments
- Self-reflection on attitudes and behaviours
- Communication
- Person-centred support
- Promoting independence
- Common misconceptions
- A positive, respectful approach to care
At the end of the session, there is a question and answer section which will conclude the training.
Course Pre-Requisites
To participate in Tier 1 training, learners must first complete online training, accessible for free through the e-learning course provided by Health Education England. This is a mandatory pre-course requirement.
Oliver’s training focuses on awareness and understanding, not on treatments or specific interventions. It equips staff with the right knowledge and skills to ensure positive health and social care interactions for people with a Learning Disability and/or Autism.
Only trainers within Skills Provider, approved by Health Education England – Oliver’s Campaign, and holding a unique PIN, can deliver this programme

This training is delivered exclusively online using Microsoft Teams, ensuring an interactive and engaging learning environment. Each workshop is supported by an experienced and accredited Oliver McGowan Trainer, along with two co-trainers who are experts with lived experience in autism and learning disabilities.
