Oliver Mcgowan Training Tier 2
Course Overview
Skills Provider is an accredited provider of The Oliver McGowan Mandatory Training on Learning Disability and Autism Tier 2. This one-day training course is designed to equip health and social care staff with the knowledge and skills necessary to provide high-quality and person-centred care for individuals with learning disabilities and autism.
The training is suitable for all staff members involved in providing care and support for individuals with learning disabilities and autism. This training will equip your staff with the necessary knowledge and skills to deliver person-centred care.
The training is named after Oliver McGowan, a young man whose death shone a light on the need for health and social care staff to have better skills, knowledge and understanding of the needs for autistic people and people with a learning disability.
The Oliver McGowan Mandatory Training on Learning Disability and Autism Tier 2 is designed to align with the learning outcomes set out in the DHSC document “Right to be Heard” (2019) and the Core Capabilities Framework for Supporting People with a Learning Disability and Supporting Autistic People.

Course Content
The one-day course consists of two essential components:
- Learning Disability Session (AM session)
- Autism Session (PM session)
Learning Disability Session
Aim: Enhance learners’ understanding of learning disabilities, best practices in health and social care settings, and how this is supported by current legislation.
Objectives:
- Acknowledge and understand unconscious biases to avoid diagnostic overshadowing.
- Learn from the insights gained through Learning from Lives and Deaths Reviews (LeDeR), including co-morbidities.
- Promote awareness of campaigns such as Stop the Over Medication of People with a Learning Disability (STOMP) and Stopping Over-Medication of People with a learning disability, autism, or both (STAMP).
- Review The Equality Act 2010 and understand the importance of reasonable adjustments.
- Comprehend the appropriate use of the Mental Capacity Act 2005.
- Learn when to apply Do Not Attempt Cardiovascular Resuscitation (DNACPR).
- Enhance communication with individuals with learning disabilities and their families.
- Recognise the crucial role of hospital passports and annual health checks in supporting individuals with learning disabilities.
Autism Session
Aim: Enhance learners’ understanding of autism, best practices in health and social care settings, and how this is supported by current legislation.
Objectives:
- Understand why autism is described as an invisible condition.
- Reflect on personal values and beliefs in relation to autism.
- Recognise the unique strengths and challenges faced by autistic individuals.
- Identify potential triggers for anxiety in autistic individuals.
- Identify reasonable adjustments and ways to adapt practices to better support autistic individuals.
- Familiarise with relevant legislation and resources to promote inclusive enabling services.

Course Pre-Requisites
To participate in Tier 2 training, learners must complete online training, accessible for free through the eLearning course provided by Health Education England.
This is a pre-course requirement for everyone attending the Oliver McGowan Mandatory Training on Learning Disability and Autism Tier 2 training.
Oliver’s training is about awareness and understanding and does not include training about treatments or specific interventions. It will give staff the right knowledge and skills to ensure people with a Learning Disability and/or Autism have positive health and social care interactions.
Only trainers within Skills Provider limited , approved by Health Education England – Oliver’s Campaign and holding a unique PIN, can deliver this accredited programme.
